Recently we wrote a letter to Alastair Reith, a comrade from New Zealand, in which we talked about the participation of our Party in the bourgeois political struggle, and particularly in the elections, quoting a thesis of the Second Congress of CARC Party (October 2009). Our explanation, anyway, was defective. Here we complete it indicating which is the most important aspect that, here in Italy and in this phase makes the participation in the bourgeois political struggle and particularly in the elections a revolutionary mean.

As the matter regards an issue debated in the international communist movement, we spread this communication widely.

As regards our line to break into the bourgeois political struggle, our position is very different from any other M-L or M-L-M party that agrees in participating in the elections and generally in the bourgeois political struggle, but does not carry out the Revolutionary Protracted People’s War (RPPW) for establishing socialism

The Thesis 10 of the Second Congress of our Party says that: “Communists’ intervention in the petty theatre of bourgeois politics makes sense and works only if it is connected and inserted in the strategy of RPPW the (n)PCI carries out for making Italy a new socialist country [described in its Manifesto Program, available on the site www.nuovopci.it, EiLE section, Note of the Translator]. Without this connection it would be only electoralism. It would only mean to make the friends of the friends of bourgeois Left Wing or grass root politics (movementism) with no objectives.” So, according to CARC Party’s Theses who, here in Italy, participates in the elections but not in the ambit of (n)PCI General Plan of Work, not in the ambit of the “caravan” that gathers the organizations working according to it, not in the ambit of the RPPW, is an electoralist (rightist opportunist) or movementist (leftist opportunist). This thesis is absolutely coherent with the conception of the (n)PCI exposed in its Manifesto Program.

The Manifesto Program, of the (n)PCI clearly says that our strategy is the revolutionary people’s war, that the accumulation of the revolutionary forces is the main objective of the first phase of the RPPW, that in this first phase our work is fundamentally divided in two fields: 1. consolidation and strengthening of the clandestine party that carries out the revolutionary people’s war, and 2. the mass work of the party consisting in promoting, organizing, orienting and directing the struggle of the popular masses in the struggle fronts indicated in the General Plan of Work.

The Manifesto Program says: “The essence of the Revolutionary Protracted People’s War consists of constituting the communist party as centre of the new popular power of the working class; in the growing mobilization and aggregation of all the revolutionary forces around the communist party; in the elevation of the level of the revolutionary forces; in their utilization according to a plan for developing a succession of initiatives that put the class conflict at the centre of country political life so that to recruit new forces, to weaken imperialist bourgeoisie’s power and to strengthen the new power, to succeed in constructing the armed forces of the revolution, to direct them in the war against the bourgeoisie, until turning the relations of force upside down, eliminate the State of imperialist bourgeoisie and establish the State of proletariat’s dictatorship.” [Manifesto Program in www.nuovopci.it, Note of Traslator].

According to our conception, we construct revolution as a war developing one campaign after the other and founded on the results we got with the previous one. We oppose this conception to the conceptions according to which we have “to prepare socialist revolution”, “to prepare ourselves for socialist revolution”, “to anticipate socialist revolution”, and “socialist revolution is something that breaks out”.

So, our conception and strategy are surely different from the ones of other communist parties that today participate in the bourgeois political struggle in other imperialist countries but don’t pursue the strategy of the Revolutionary Protracted People’s War, and also from that of the communist parties of the Communist International in the imperialist countries (from 1919 to 1943 and 1956).

The position of (n)PCI and of CARC Party as regards the participation in the elections and in the bourgeois political struggle is substantially similar to that of the Communist Party of the Philippines, even if the Philippines are an oppressed country and not an imperialist country.

Breaking into the bourgeois political struggle gives the opportunity to sharpen the internal contrasts within the bourgeoisie, and to sabotage one of the pillars of the regime of counter preventive revolution, that is the following: “To develop channels for popular masses’ participation in bourgeoisie’s political struggle in a subordinate position, following its parties and exponents. The popular masses’ participation in bourgeoisie’s political struggle is an essential ingredient of preventive counterrevolution. The division of powers, the representative assemblies, the political elections and the struggle among various parties (the multipartitism) are essential aspects of the regimes of preventive counterrevolution. The bourgeoisie has to make the masses perceive as their own the State that in reality is that of imperialist bourgeoisie. All those who want to participate in political life must be allowed to participate. The bourgeoisie, however, lays and must lay down the tacit condition that they had to play along with ruling class’ laws: they had not to go beyond its social order. Despite this tacit condition, however and immediately the bourgeoisie is obliged to divide more definitely its political activity in two fields. A public one, which the popular masses are admitted to (the “petty theatre of bourgeois politics”). A secret one, reserved to the authorized staff. To tacitly respect this division and adapt itself to it is an indispensable requirement of any “responsible” politician”. What does it means to sabotage this pillar, in Italy? As regards to it, it is useful to read this article by Rosa L. on latest issue (n. 33, November 2010) of La Voce, the review of the (n)PCI

To sabotage the third pillar of the regime of counter-preventive revolution.

Who does really sabotage bourgeois elections? Who prevents bourgeoisie and clergy from making the elections a campaign of intoxication of consciousnesses and dissemination of illusions, from renewing and strengthening by the elections the bonds between the people’s masses and parties and elements of the ruling classes?

Those who keep themselves out of the electoral campaigns and let free hand to parties, groups and elements of bourgeoisie and clergy do not perform this task. We perform it. We are sabotaging the plan of the bourgeoisie, throwing ourselves to upset the plans of parties, groups and elements of bourgeoisie and clergy everywhere we are able to go, everywhere we are able to mobilize forces to go in, everywhere we are able to orient the most advanced elements.

Elections draw on the relation of force between the classes only if they raise the political consciousness and the organization of the oppressed classes and rouse them to participate more actively and at a higher level in class struggle.

If we are able to realize just this with the elections, then we turn against the bourgeoisie this instrument by which it aims to deceive and neutralize the people’s masses calling them every some years to decide who among the exponents of ruling class has to rule the petty theatre of bourgeois politics.

Differently from other revolutionary aspirants, we can use also the elections the bourgeoisie calls for realizing this aim, because we are not waiting for the revolution breaking out one of these days, because of a combination of unpredictable elements on which we have no influence. We construct socialist revolution creating a power more and more branched, pervading and strong, a direction more and more authoritative by the Party over the people’s masses he leads to participate in class struggle more effectively. We construct in the country the New Power done by party and by connected mass organizations for constituting a network that orients and direct people masses’ activity in every field, against the Authorities of the Papal Republic, against the owners, the clergy and their spokesperson, a network for making the life of bourgeoisie and its agents impossible.

Every electoral campaign gives us starting points and opportunities for raising people masses’ consciousness and organization, for weaving the network of the organizations around the Party Committees. We have to use it in order to this!

Some comrades believe that, profiting by the social position they inherit and that the capitalist system of social relations pledges them, bourgeoisie and clergy unavoidably manage to deceive people’s masses, to conquer and control their feeling and their mind. It is not true. Bourgeoisie and clergy have difficulties to do it. The practical experience generates continuous spurs to rebellion and thousands reasons for discontent within people’s masses. When communist movement was strong, that is when it directed an important part of people’s masses, even the Church had to “update” itself, shift to the left in order to not lose every credit and followers, and it was losing it all the same. The Second Vatican Council, called on January 1959 and begun on October 1962, was the synthesis of this attempt by the Catholic Church.

Bourgeoisie and clergy are able to control heart and mind of people’s masses only until we communist do not propose to the people’s masses a realistic way of emancipation, until the masses do not know us, we do not get them with our calls and our slogans or else we present ourselves full of doubts and hesitations, not knowing what to do, without convictions and certainty to win. Perhaps must we Communists display certainty and knowledge of thing that we have not? Nothing at all! On the contrary we have to deepen the matters we do not know well enough for an adequate action and a line well defined and sure about what to do. The Party is the organizational an moral context that allows to do it. Not by chance all the hesitant and doubtful individuals are also person who have no or little party spirit or they are even anti-party people.

Bourgeoisie and clergy control heart and mind of people’s masses also when we Communists present a way of emancipation done only by chatters always postponing facts for tomorrow. After they let establish in our country the Papal Republic, despite the forces accumulated during the clandestine struggle against fascism and during the Resistance, modern revisionists went on for twenty or thirty years promising socialism for next future, repeating empty Marxist formulas, every day postponing facts for tomorrow. Only after many years of such jokes and after they began to cooperate with the bourgeoisie in the repression of revolutionary movements and particularly of the Red Brigades these would be Communists lost heart and mind of people’s masses and clergy prevailed again.

Without the creation of the New Power the electoral campaigns are useless and only because of exceptional circumstances Communists are able to collect many votes. In the ambit of the creation of the New Power, elections are instead precious. They make tumble one of the pillars of the counter-preventive revolution upon which the Papal Republic stands: “To develop channels for popular masses’ participation in bourgeoisie’s political struggle in a subordinate position, following its parties and exponents.” [see above, Note of Translator] They create organizations of people’s masses autonomous from the bourgeoisie, linked to Party Committees and raise the political consciousness of people’s masses until they conceive a country ruled by the organized people’s masses themselves, without owners, until they aspire to create it and convince themselves they are able to create it. The revolutionary ideas, when they are right, when they penetrate into the masses, become a force that changes the world and men make history according to their aspirations.

The economic crisis already crumbled the second pillar of the counter-preventive revolution: “To satisfy the requests for a practical and economic improvement people’s masses claim more strongly”. Our breaking in bourgeois political struggle, if we do it well, will seriously crack the third pillar.

Weakening the regime of counter-preventive revolution creates favourable conditions for strengthening people’s New Power.

On 29-30-31 January in Berlin, it was held the European Preparatory Assembly of the European Social Forum (EFS) that will be in Istanbul from 1^st to 4^th July 2010. The Party of CARC is interested in the initiative, which will be joined by wide masses, in particular because it takes place in Turkey, where the revolutionary mobilization of the masses is extensive and advanced, as we may see already in the ESF preparatory phase.

The party of CARC does not participate in EFS, because this does not allows the participation of parties. However, we have knowledge of the process thanks to reports by comrades of Struggling Workers Union (SLL), Proletarian Solidarity Association (ASP) and of the Publishing House Rapporti Sociali, who took part in it.

They report the ferment of masses’ mobilization against oppression, fascism, racism, imperialism, chauvinism, that in Turkey and North Kurdistan extends and expresses itself today in advanced mode in the struggle of workers of TEKEL and in the resistance of the Kurdish people against Turkish state repression.

In Turkey and North Kurdistan, the mobilization of the masses can articulate, to extend and to express in this EFS as well, due to the existence of political anti-imperialist, revolutionary and communist formations, some of which are looking for new answers to the problems the communist movement of the last century has left unresolved.

All this weighs in this EFS and in its organizational center in Turkey. It is therefore a Social Forum in which the anti-imperialist connotation is stronger than in all the previous ones. This too is a sign of the rebirth of the international communist movement.

We therefore invite all organizations active in defending the rights and interests of the masses, who strugge to defend workers, to defend the environment, to empower women and youth, for peace, against imperialism, fascism, racism, and war, to take part in the Social Forum in Istanbul, to bring their contribution and to experience the rebirth of the communist movement and the movement of struggle of the masses in the world.

Within the Social Forum there are several networks on specific issues. Here there is the report of the Anti-Imperialist Network, one of those which was attended by comrades of ASP, SSL, and Publishing House Rapporti Sociali.

Report of the anti-imperialist network meeting

Our network was attended by 20 representatives from Germany, Greece, Turkey, Kurdistan, Italy and Austria. We discussed and agreed on our aims and some political messages regarding actual issues.

Aims of the Anti-imperialist Network

We, the components of the Anti-imperialist Network, form an integral part of the European Social Forum process. Gathering in Berlin, as part of the European Preparatory Assembly on 29^th of January, we outlined the basic points of our common work inside the ESF, such as:

-To promote anti-imperialist and anti-capitalist resistance worldwide (Resistances of the oppressed peoples, as well as popular and class-based resistances) and to emphasize these topics inside the ESF process.

-To discuss the experiences of the working class and laboring peoples’ struggles in face of the world crisis of capitalism and revolutionary alternatives.

-To contribute the development of an internationalist anti-imperialist struggle unity among the movements of different countries.

-To promote the participation of all the anti-imperialist movements of Middle East, Balkans, Caucasus, North Africa, Latin America and other countries to the Istanbul ESF.

-To gather an Anti-imperialist Assembly within the Istanbul ESF, bringing together subjects of the anti-imperialist, anti-capitalist, anti-fascist and anti-colonial struggles of the region and the world.

Political messages of the Network:

-We denounce the policy of Berlusconi's government in Italy, that is promoting racism and fascism politically, organizationally and economically, firstly against migrants, then against leftist, struggling workers, gay and all marginalized people. Opposing this policy is a matter regarding all Europeans interested in democracy, anti-racism amd antifascism.

-In particular, we propose to support the international migrant strike called “24 hours without us” planned on 1^st March, interesting many countries and also Italy, after the clashes between migrants on one side and criminal organization and police on the other in Rosarno, in Calabria.

-We condemn the EU measures against Greece, that will worsen dramatically the life of the people of Greece. We support the laboring people of Greece who reject to pay the bill of the economical crisis.

-We are deeply concerned by the catastrophe of the earthquake in Haiti which cost 150.000 –mostly poor– lives. But we also express our anger towards the opportunistic way USA takes advantage of the tragedy by militarizing Haiti and preventing other rescue teams to reach the victims of the earthquake. We consider this move as part of the same imperialist strategy which has perpetrated the coup d´Etat in Honduras, activated military bases in Colombia in order to prepare an open attack against Venezuela.

-We condemn the oppression against the nations that struggle for their independence, such as the Basque Country, Western Sahara, Tamil Eelam, Palestine, Iraq and Kurdistan, among others.

-We denounce the lynch attack waged against the Popular Front members who are making a campaign against US military bases under the name “USA go home, this is our homeland” in Turkey and declare our solidarity with this campaign, and demand the release of 5 students imprisoned during this campaign.

-We denounce the frequent lynch attacks going on in Turkey, against Kurdish population, Gypsies, revolutionaries, and we stress that the Turkish state is responsible for these attacks.

-We protest the arrest and imprisonment of 1500 Peace and Democracy Party (BDP) members including 11 elected representatives (mayors) of the Kurdish people by the Turkish government and we demand their immediate release. Also we demand the end to the repression over the Kurdish children who are being judged with heavy prison sentence demands. We declare that we are in solidarity with the Kurdish people and Kurdish activists.

-We emphasize that isolation in the prisons (like F type prisons in Turkey or Stammheim prison in Germany) is a form of attack of imperialism against resisting peoples, and the struggle against isolation is the duty of all anti imperialists and progressive people. We stress the importance of unity in struggle against isolation like in the example of Güler Zere.

-We salute the resistance of the TEKEL workers in Turkey, who are fighting against the results of the imperialist neoliberal program, and declare our solidarity to the general strike of 3rd February.

-We call for solidarity with Indian people's resistance against the war waged by Indian Union against them, a war begun covertly in latest years and planned to be carried out widely and openly with the name “Operation Green Hunt” on next March. Such war is an attack against 100 millions of people. It will also result in a huge environmental disaster, because this war is aimed to clear the territory from the people living there in order to give it to the domestic and foreign companies that want to exploit its resources.

-We denounce the US imperialist aggression and occupation in Afghanistan and Obama government’s policy to send new troops to this country.

-We denounce the blockade and silent genocide going on in the Gaza region of Palestine, calling all anti-imperialist forces to find means to overcome this blockade and raise solidarity with the resisting Palestinian people.

Coming back from the Preparatory Assembly of the European Social Forum in Berlin, our comrade Marco Lenzoni of the Proletarian Solidarity Association was protagonist of an episode told below. We thank you for the story he told us but mainly for the lesson he gave.

Racism does not take off! A comrade of the ASP and a comrade of COBAS International Department, when coming back from the European Preparatory Assembly in Berlin for the European Social Forum in Istanbul 2010, make the captain of the airplane send out a passenger who insulted a Filipino migrant with racist expressions.

As he was coming back in Italy from Berlin meeting for Istanbul 2010 ESF, on Lufthansa flight from Monaco to Pisa, an ASP delegate witnessed an episode of vulgar racism against a Filipino migrant.

As there had been a mistake in assigning the numbered seats, the Filipino migrant had the 9F, the same given to an Italian passenger. When this one came in the plane saw the Filipino migrant already sitting on that place, and began to insult him with racist expression claiming he would get up for making room for him. The migrant was not able to defend himself as he did not spoke Italian and then did not understand why that man has it in for him.

ASP comrade immediately denounced aloud the episode in front of other passengers, asking for the racist who insulted the migrant getting down off the plane.

Hostesses called the captain because the situation had become tense. The captain stopped the action for starting the taking off, get out of the cockpit for personally make sure of the situation.

As the captain was in front of ASP comrade sitting near 9F seat, a fellow traveler of the racist presented himself, telling to the captain he too was a commander (not telling the corps he belonged to), clearly aiming to frighten ASP comrade.

Firstly the airplane captain and the hostesses incredibly justified the racist insults, and they even asked ASP comrade to be more tolerant and to not speak aloud! The comrade answered to the captain that he could not ask a passenger to tolerate such racist insults and that its captain role imposed him to report the episode to airport authorities and if it was needed make the racist get down off the plane.

Just in this agitation a comrade of Leghorn of COBAS international department, she too coming from Berlin ESF, realizing what was happening, get up and strongly reminded the captain that Italian Constitution says that racism is a crime.

At that point, racist’s friend ate humble pie, admitted his friend went too far with his racist insults and asked for some quiet solution. So, the captain made that dirty racist turn away and he sat near the cockpit by hostesses’ side.

Let’s nip every testing of fascism in the bud!

Let’s fight and denounce racism and fascism in roads, neighboroughs, schools, on the jobs, on public transports, at the stadium and everywhere is necessary!

Let’s struggle against the reactionary mobilization of people’s masses! Let’s trasfrom it in revolutionary mobilization! Let’s fight by the side of our migrant brothers for the emancipation of all workers, of the autochthonous and immigrant ones!

Let’s have 10, 100, 1000 Rosa Parks Lee*!

*Rosa Lee Parks (1913-2005) was the heroin who embodied the struggle for American black people’s right since when, on 1^st December 1955, coming home after a workday, refused to let a white man sit in its seat, so infringing the protocol of racial laws. That was enough for being arrested, but she also became the champion of the Civil Rights Movement that broke out after her brave refusal. In fact, after Parks’ refusal it started the “Montgomery Bus Boicott” for the emancipation of Black community, and it lasted 381 days

1 La lucha contra el razismo y el fascismo en Italia

El ataque criminal contra los trabajadores migrantes a Rosarno, en la regiòn italiana de Calabria fuè notado en toda Europa.

Demuestra lo que nuestro partido dice de meses, que el Italia es la primera linea de la guerra fascista y racista que la burguesia europea conduce contra los migrantes. El estado italiano deja ahogar la gente en el mediterraneo,ha undido sus barcos,y organiza y sostiene economicamente y politicamente en muchas ciudades italianas grupos fascistas y racistas que tienen rapresentantes en las istituciones burgueses y que atacan a migrantes, gay, obreros, jovenes de izquierda y foros comunistas,se mueve juntos a las organizaziones criminales come hace a Rosarno, esas organizaciones criminales que mataròn seis africanos en Castel Volturno en Campania en el setiembre del 2009, bandidos vestidos con uniformes de carabineros.

Haci como Italia es una primera linea de esta guerra de la burguesia , tambièn es una primera linea de la resistencia de parte de masas populares y de los comunistas.

En enero del 2009,en Roma,mas de cien mil migrantes marcharòn en una manifestaciòn en favor de los palestineses de Gaza atacados por los sionistas ,una de las tantas manifestaciones que las fuerzas de la izquierda,antimperialista,antifascista y antiracista, y las mimas masas populares han sido en grado de organizar en los ultimos anos indipendientemente de las fuerzas revisionistas.

En julio 2009, una patrulla antifascista y antiracista se movio de la Fiesta nacional de la asociacion solidariedad proletaria (ASP) como respuesta a la patrulla fascista y racista de MASSA (TOSCANA)y contra la "ley de seguridad" fascista y racista ,las leyes de la Banda Berlusconi contra los migrantes.Los companeros fueron atacados por la polizia y por los fascistas,tres de ellos fueron arrestados,tra los quales Alessandro della Malva, secretario del Partido de los CARC de la federaciòn TOSCANA del partido de los CARC,miembro de la Direcciòn Nacional del Partido de los CARC.

Los arrestados fueròn liberados despues de una lucha dura de las personas que los sostenieròn, manifestando delante a la estaciòn de la policia, blocando las estaciones ferrocarril a Massa y en Napoli. El ministro Maroni,miembro de la racista Lega Nord, se vio obligado a modificar las misuras racistas con el objetivo de organizar patrullas anti-migrantes. El 11 de octubre 2009 a PISTOIA (TOSCANA) 20 personas que eran reunidas para organizar actividades antifascistas y antiracistas en Toscana fueron sequestradas por la policia y tenidos en la estacion policial toda la noche,con la falsa acusa de aver partecipado a un RAID antifascista en un local fascista cercano.Tres de ellos fueron arrestados,y uno de ellos,Alessandro della Malva, llevado en carcel donde esta detenido todavia hoy, sin ningun derecho de comunicar con personas externas mucho menos con su partido,en regimen de carcel duro.

Muchas demostraciones y iniziativas de solidariedad se tenieron en compania de familiares,amigos y companeros,y que nos han recordado las imagenes de solidariedad por los prisioneros politicos que hemos visto,por ejemplo en Turquia.

El 16 de octubre se tuvo en Roma otra grande manifestaciòn contra el racismo y el fascismo,con miles y miles de personas,esta vez tambien organizada por las fuerzas de izquierda antimperialista, antifascistas y antiracistas. Nosotros pedimos al movimiento antiracista,antifascista,y comunista internacional de tomar atenciòn a lo que la burguesia imperialista esta experimentando en Italia,osea como accionar la mobilitaciòn reaccionaria de las masas populares. Nosotros pedimos tambièn al movimiento de sostener con fuerza la resistencia que las masas populares,y las fuerzas antifascistas,antiracistas y comunistas estan conduciendo contra estas que llamamos "Prueva de fascismo" de parte de la burguesia.

Los companeros de ATIK(Confederaciòn de los trabajadores Turcos en Europa) hicieron una declaraciòn sobre los hechos de Rosarno. Se trata de una declaraciòn importante. Responde a la "llamada" que hicimos este verano, pidiendo al movimiento antiracista, antifascista y comunista principalmente europeo,de ocuparse de quanto sucedia en Italia, sea de la guerra de la burguesia contra los migrantes,sea de la lucha contra esta guerra, que es ella misma un tipo de guerra, parte de una guerra popular revolucionaria de grande durada aplicada de acuerdo a las leyes que se tienen que aplicar en los paises imperialistas.

2.La declaraciòn de ATIK

La ISTERICA AGRESION contra los migrantes en Italia-Rosarno es "moderno racismo esclavista"

La agresion contra los migrantes de Rosarno no es "ISTERICA". Es una operaciòn planificada de las organizaciones criminales locales colegadas a las fuerzas de repreciòn estatal, parte de una estrategia nacional llevada adelante da la extrema derecha y de la burguesia imperialista, de la qual la Banda Berlusconi es rapresentante. La tactica de hacer mover primero las organizaciones fascista ilegales (bandas criminales y fascistas) y en seguida esas legales(carabineros,policia)como retaguardia, es la vieja tactica experimentada por la primera vez de parte del fascismo italiano en los anos Veinte del siglo pasado.

Los hechos de Rosarno no es "moderno racismo esclavista". Los migrantes no son esclavos. Son parte importante y integral de la clase obrera italiana. Algunos de ellos son obreros en las fabricas italianas del norte despedios por la crisis. Todos ellos son obreros en el sector agriculo en el sur de Italia.

Los obreros pueden ser tratados peor que los esclavos, pero no son propiedad de nadies,son hombres y mujeres libres aunque si esto significa que son libres de morir por que no tienen medios de subsistencia. Los obreros son una forma de trabajadores superior a los esclavos, y no es cuestion de palabras, si no de cual acciòn politica quisieramos hacer en favor de ellos.

En el Italia del sur, en la region de Calabria a Rosarno, han habido nuevos ataques contra los migrantes semilegales o ilegales llevados en esta regiòn para trabajos agriculos temporanealmente.

Las primeras acciones contra las legitimas acciònes de masas de los migrantes han sido las violentas misuras de la policia y carabineros de Rosarno, despues que organizaciones racistas fascistas y mafiosas de este sitio habian disparado a dos migrantes heriendolos.Los migrantes se mueven para protestar contra los maltratamientos inhumanos, las umillaciones y las decriminaciones y las agresiones racistas de los ultimos meses a Rosarno. Con su revuelta legitima, ellos han mostrado un nuevo ejemplo de la tradiciòn del coraje civil.Se dice que cientos de migrantes han sido heridos durante los ataques conjunto de mafia y policia.

Los medios de comunicaciòn de las clases dominantes nos muestran falsas verdades y instigan al racismo.Los migrantes han denunciado en pasado de aver tenido que pagar el" lace" (pizzo) a la tristemente famosa organizaciòn mafiosa de la N'drangheta, motivo por el cual eran explotados dos veces. Despues de estos hechos cientos de migrantes han sido objeto de deportaciones improvisas y fuerzadas sin alguna legalidad que los justificase, han sido llevados en casas de Bari y en Brindisi que ni tenian servicios higenicos.Miles de migrantes y refugiados sentiendo en peligro sus propias vidas quieren dejar la regiòn como pueden.

El ministro del Interno Roberto Maroni sostiene que estos ataques istericos y agresivos conductos juntos a grupos mafiosos y policiales, son "Accidentes que han mostrado la necesidad de metodos mas duros en la lucha contra la imigraciòn ilegal y la criminalidad de los migrantes". Contra todo esto, la opinion publica progresista y democratica italiana y la oposiciòn politica de izquierda han esprimido un analisis politica justa diciendo que "el problema esencial no esta en los migrantes (legales o ilegales) si no en la lucha del poder explotativo mafioso y racista. Miles de trabajadores han sido conducido a trabajar como esclavos en Calabria,a Rosarno, en los huertos trabajando en malas y precarias condiciones. Tambièn la comisiòn de los refujiados del Onu, el UNCHR y los sindicatos italianos critican estas condiciones desumanas de muchos anos. Ya en los tiempos de Mussolini, la Calabria era una provincia famosa por el echo que la gente que tiene ideas fascistas y racistas y la mafia son muy fuertes. Es una regiòn agricula y turistica. La busqueda de la maxima ganancia y el prevalecer de la competencia por medio del explotamiento del trabajo migrante a bajo precio,no profesional y precario son las metas comunes del comercio pequeno, de los grandes agricultores y de los capitalistas.

Decir que "ya de los tiempos de Mussolini,la Calabria es una provincia famosa por el hecho que la gente que tiene ideas fascistas y racistas y la mafia son muy fuertes"es un dicho usado de los mismos racistas.

Nosotros tenemos que ser dialecticos.La Calabria ha sido una regiòn de las mas importantes luchas campesinas despues de la Segunda Guerra Mundial,de ocupaciòn de tierras,con decenas de personas matadas. Ha sido una regiòn de importante tradiciòn comunista. Ha sido la regiòn de las mas importantes luchas obreras de los anos noventa, esa de los obreros Enichem de Crotone. Yendo al pasado antes de Mussolini ha sido la regiòn de la mas dura guerra popular de los llamados "briganti"contra la ocupaciòn de parte del Estado Italiano. Yendo todavia mas atras ha sido una de las tierras mas resistientes contra el Vaticano, en el 1500 en una lucha en la cual se podia decidir el futuro de la peninsula por los proximos siglos hasta hoy. Miles de Valdesi de la Calabria han sido matados por las fuerzas papales. Tommaso Campanella, encarcelado por treinta anos, uno de los mas importantes pensadores revolucionarios del siglo, era calabrese.

Gioacchino da Fiore, uno de los mas importantes inspiradores de los movimientos ereticales revolucionarios de toda Europa en los primeros siglos del milenio pasado, era calabrese. Mas de dosmilquinientos anos atras Pitagora, conocido como uno de los maximos filosofos y matematicos de la historia,vino en Calabria,(Crotone)donde quiso formar un govierno aristocratico, pero los democraticos se rebelaròn y mataron el y sus disipulos.

Las masas populares calabreses son entre las mas oprimidas de Italia, obligadas ellas mismas a emigrar en muchos paises extranjeros. Son las primeras victimas del sistema mafioso. Sus resistencias tiene que ser conocida y apoyada .Los comunistas tienen que ser capaces de unir la resistencia de los migrantes y de los calabreses. Si no pueden hacerlo es un problema de eyos. La razòn por la cual las fuerzas reaccionarias son fuerte en Calabria son porque los comunistas son debiles, es un problema del movimiento comunista italiano, del periodo de Mussolini hasta hoy.

La entera clase dominante italiana aprovecha de la explotaciòn de tipo fascista. Berlusconi, que es el leader del mas grande poder racista en Europa, es llamado por la gente de izquierda y de la opinion publica progresista por la leyes represivas contra trabajadores y migrantes "El rapresentante del fascismo moderno de nuestros tiempos" .

Los que hablan en Italia de "fascismo moderno"se equivocan. En Italia no hay el fascismo como el que tuvimos desde el 1922 al 1945. Si lo tendriamos, todos los que se dicen comunistas estarian en la carcel, o muertos. No se tendria libertad de huelga, tendriamos un regimen terroristico,exterminios de masa,ecc. No hay duda que Berlusconi y su banda quieren hacer algo por el estile, pero todavia no han podido.

En Italia,como en otros paises imperialistas,hay un regimen de contrarevoluciòn preventiva,con el objetivo de :

1.mantener las masas populares en condiciones de atraso politico y cultural.

2.impedir a las masas populares de costruir sus propias organizaciones de masas,haciendo en modo que se asocien en organismos (sindicati,asociaciones ecc.)controlados de hombres del regimen.

3.reprimir selectivamente los comunistas.

4.Desarrollar canales para la participaciòn de las masas populares en la lucha politica burgues en posiciòn subordinada,siguiendo sus partidos i sus exponentes,haciendole creer que haci participan alla guia del estado,en qualquier modo "soy yo el estado".

5.satisfacer las peticiones de mejoramento que las masas populares piden en manera mas decidida,dar a todos una esperanza de tener una vita digna y alimentar esta esperanza con qualquier resultado practico, envolver cada trabajador en una red de vinculo financiario (deudas,mutuos,boletas,impuestos,ecc.)que en qualquier momento pueden hacerle perder cada cosa o en otro caso tanto de su estado social y de su riqueza si no respeta el plazo.

Gracias a este regimen la burguesia imperialista domina los paises imperialistas.Es el regimen con el qual los comunistas de los paises imperialistas(con la excepciòn de los paises y de los periodos en el qual la burguesia ha adoptado y adopta la dictatura terroristica como el nazismo y el fascismo) .Este es el regimen todavia mas fuerte presente en los paises imperialistas aunque si por ejemplo en Italia, la burguesia estremista de derecha esta tentando de restablecer el fascismo, que todavia no sera diferente de su vieja forma. Por esto pedimos a las fuerzas que hablan de "fascismo moderno" de que cosa estan hablando.

Quien dice que somos en un regime fascista dice una cosa equivocada y nociva. Es equivocada porque el fascismo es la dictadura terroristica de la burguesia. Trae consecuencias y caracteristicas que todos en Europa y en todo el mundo conoce, muchos por averlo experimentado en su propia piel. Es sin duda que en Europa y en particular en Italia una parte de la burguesia imperialista busque de llegar a esto. La ilegalizaciòn de la organizaciòn juvenil comunista checa hace parte de estos tentativos. El arresto de Alessandro della Malva en Italia,el ataque general al partido de los CARC y a las otras organizaciones comunistas de la "caravana" del (n)PCI tambien son pruevas de fascismo. El ataque a los migrantes de Rosarno en Calabria tambien hace parte de esto. El Italia es una primera linea en esta lucha entre mobilitaciòn reaccionaria y mobilitaciòn revolucionaria de las masas populares. Se trata todavia siempre de tentativos. Decir que somos en un regimen fascista, moderno o no, significa decir que el enemigo ya gano. Por esto es una tesis nociva.No consiente de organizar las masas populares en defensa de las conquistas de la libertad politica que en Italia, han quitado a la burgusia con la guerra de resistencia y con las luchas obreras de los anos siguientes, y que la burguesia todavia no ha podido destruir completamente. No consiente de unir la lucha de estas masas populares y con la lucha de los migrantes,que son el primer blanco de las "pruevas de fascismo" de racistas,de fascistas y de mafiosos de la Banda Berlusconi.

La unidad de las masas populares autoctonas y de las masas populares de los migrantes contra la burguesia imperialista es un medio indispensable para ganar.

La unidad de las masas populares autoctonas y de los migrantes para la revoluciòn socialista es un medio que asegura la victoria.

En nombre de la Confederaciòn de los trabajadores Turcos en Europa, nosostros condenamos la esclavitud moderna,la politica degradante, repressiva,racista y fascista del govierno italiano y del estado.

Una vez mas declaramos que no pararemos de protejer los derechos de los migrantes dondequiera que esten.Hacemos apelaciòn a la opinion publica democratica y progresista italiana y internacional, los sindicatos y las organizaciones de los derechos umanos y los activistas a hacer mas para defender los derechos de los migrantes.

Viva la unidad internacional de los trabajadores y la fraternidad entre los pueblos.

Basta con las agresiones de la convivienza racista entre la burocracia civil, polizia, y mafia en Italia!

Solidaridad con los migrantes africanos atacados(legales y ilegales)

Tambien los derechos democraticos de los migrantes son derechos umanos!

Basta con las agresiones a los migrantes y a los refujiados!

Las directivas UE para el regreso tienen que ser immediatamente eliminadas.

3.Conclusiones

En Italia, y en todas partes, hay una sola via para defender los derechos y los intereses de los migrantes.Como hemos dicho en la tesis 23 de nuestro Congreso(noviembre 2009):"los comunistas y los progresistas tiene que participar para favorir con todos los medios las organizaciones de los migrantes y la mobilitaciòn para defender los derechos y la unidad de las masas populares autoctonas y de los migrantes en la lucha comùn contra la burguesia y su sistema de miseria y explotaciòn". Lo haran avanzando en la lucha revolucionaria para instalar el socialismo en propio pais.

Este es el corazon del problema, y es muy importante que cada fuerza del movimiento comunista internacional y del movimiento de resistencia de las masas populares del mundo tomen consciencia.

Agradecemos muchos los companeros turcos por su declaraciòn que revela un atenciòn profunda sobre muchos detalles de la lucha politica en Italia.

Sobretodo los agradecemos por la oportunidad que nos dan de iniciar un debate entre el movimiento antifascista y antiracista y sobre otros argumentos importantes y decisivo.

LET’S DEFEND FREEDOM OF EXPRESSION AND ORGANIZATION OF COMMUNISTS AND OTHER OPPONENTS to PAPAL REPUBLIC!

NO TO THE NEW SPECIAL COURTS!

LET’S NIP IN THE BUD THE EXPERIMENTS OF RACISM AND FASCISM!

On 20 January in Rome, the Supreme Court will consider the appeal by the public prosecutor of Bologna attorney Paolo Giovagnoli and by Marcello Branca, General Attorney of the Republic at the Court of Appeal of Bologna, against the sentence of nonsuit judgement because facts do not subsist issued on 1 July 2008 by the GUP (Judge for Preliminary Hearing) Rita Zaccariello, about the Eighth Judicial Proceedings (OPG) for “subversive association” (paragraph 270 bis of Penal Code) brought forward for five years by Giovagnoli against 12 comrades of the (new) Italian Communist Party, the CARC Party and the ASP.

The sentence of the GUP Zaccariello barred the way to the exploitable use by the reactionary right of the crime of subversive association, inherited from the fascist penal code, to attack, suppress, subdue to various harassments (house searches, abuses of power, intimidations, seizures, controls, infiltrations, etc.) opponents to the regime of the Papal Republic introduced in our country at the end of Fascism.

This sentence unveiled and demonstrated that from 2003 to 2007 PM Giovagnoli used the paragraph 270a of penal code (in particularly the accusation of terrorism) against some comrades of (n) PCI, CARC Party and ASP and bodies close to them, that is the caravan of (n) PCI, with the main objective to outlaw (n) PCI and hinder the work of the public organizations that recognize themselves and cooperate with his plan to make Italy a new Socialist country.

His aim was to declare them “terrorist organizations”, against whom automatically apply the wicked deeds provided by the international “anti-terror” laws and regulations: essentially, detention of suspected people without judicial proceedings, deprivation of liberty and civil rights by decision of the police, harassments and various bullying.

The stop put to the “new Torquemada” Giovagnoli and his accomplices and instigators was a victory for Communists, anti-fascists and all sincere democrats and marked an important step against the resolutions to outlaw Communists and the repression of people’s movement of resistance in our country!

Let’s mobilize so that the Supreme Court confirm the sentence by the GUP and put a stop to those want to promote reactionary devolution in our country, to the reactionary right wing gathered around the Berlusconi government and its fascists and racists ministers.

The Supreme Court will stand up for one or other of the two conceptions of repression (and in particular about the use of crimes of association and the so-called anti-terror laws) existing within the ruling class, the magistracy and the institutions of our country.

On the one hand there is the component of the ruling class that does not want its hands tied by laws in force and is determined to expand and make more and more violent, open and declared the preventive repression against students, workers, immigrants, fighting trade union militants , anti-fascists and communists, up to the outlawing of Communists and all opponents. It is one that leaves a free hand and instigates fascist, racist and members of criminal organizations while pursues, imprisons and condemns anti-fascists, communists and other opponents to the current regime. It is the reactionary right wing, promoter of the experiments of fascism embodied by the Berlusconi’s gang. Judges as Giovagnoli and Branca, who support the indiscriminate use of preventive and anti-terror laws and crimes of association, are part of this component of the bourgeoisie which tends to the subversion of the established order and that points to create judiciary and special courts tame to Berlusconi’s government and its ministries. Their appeals to the Supreme Court, Branca’s Declaration about the extension of police powers and the Italian-French bilateral group on “terrorism and serious threats” built by Giovagnoli speak for themselves!

On the other hand, there is that component of the ruling class that wants to follow, as far as possible, the laws ratified in the Constitution and the penal code, to carry out the repression of political opponents. This is more reluctant to the subversion of the established order and does not participate (and sometimes hinders, denounces) the illegal measures and procedures the reactionary right uses against opponents of the bourgeoisie and in particular of Berlusconi’s government. The sentence of GUP Zaccariello refers to this conception, the conception of the leftist and moderate rightist bourgeoisie.

In essence, the Supreme Court will decide whether to support that part of the magistracy and of the ruling class who wants to strengthen the repression in our country without getting their hands tied by law and the rights ratified in the Constitution, and clear the field by judges who, in one way or another, are reluctant to turn into this road or counter this attempt to openly trample on the rights ratified in the Constitutional Charter and to advance towards the outlawing of the Communists, along with related plans to create special courts and tribunals, strictly subordinated to the executive for political repression.

The Supreme Court will have to decide whether ranging within those who, at least formally, follow the democratic values of the Constitution, born from the victory of the Partisan Resistance against Nazi-Fascism, or rather within those who believe that freedom of expression and organization ratified by the Constitution are no longer compatible with the political and social situation that is going on, within those who believe that to manage the acute and terminal phase of the of the general crisis (layoffs, business closures of firms, greater misery and exploitation for workers, precarious workers, retirees) it is necessary to sacrifice individual and collective freedoms of people’s masses and to recognize owners, businessmen and adventurers of all kinds full freedom to exploit men, women and children, to plunder natural resources, to devastate the environment in which we live. It will have to decide, therefore, whether or not to endorse the package of laws ready-made for Berlusconi, its gang and its class, the so called “reform” of the justice Berlusconi and most reactionary bourgeoisie want to carry out to ensure impunity and a free hand to governments, financial companies, great industries, bankers, rich, high authorities, government, military and ecclesiastical authorities.

The persecution of Communists, the increasingly blatant violations of the Constitution and the laws that to some extent protect the interests of the masses, the suppression of anti-fascists, the police charges against workers, students, environmentalists, the Centers where illegal migrants are closed in, the security package and the hunting of immigrants, the raids of Rom camps, the evacuations of social centers, the militarization of whole cities and areas, the extension of measures of control and repression go hand in hand with the proliferation of experiments of fascism. Casapound, Forza Nuova Fiamma Tricolore, La Destra, the green shirts of the racist Borghezio, etc, that is the most reactionary ruling class, properly represented by the gang of criminals, fascist and clerical gathered around Berlusconi, is testing each fascist and racist group and movement to find one able of leading the reactionary mobilization of the masses. By the establishment of locations of Forza Nuova, of Casapound and other fascist formations in popular neighboroughs, this part of the bourgeoisie prepares the conditions for organizing the masses, especially young people from whom it is taking away any hope of living and future, on the field of reactionary mobilization. So, it tries to shift the problems and contradictions it has in ruling and ensuring decent living conditions to the bulk of the population in the attack to the immigrant “who steals jobs” and to the “different one” “who undermines the values of Christian civilization” in the “war to foreign competition that ruin our businesses”, in the conquest of “living space” for our own bosses, in the struggle to “defend the interests of Italians before all and above everything. “ To repress opponents and mobilize the most backward and brutalized part of the masses against the other part, to drag them all in the aggression and plunder of other countries is the way by which the ruling class dominant tries to “get out of the crisis” keeping up its system of social relations, its power and its privileges. The revolt of immigrants in Rosarno has uncovered what is the future that this scum is preparing for us: brutal exploitation, elimination of most basic rights, degrading conditions of life, misery and general degradation. It showed what means it uses to do this: the fascist squads arm in arm with organized crime and police and carabinieri forces.

It is possible to put a stop to all this! It is possible prevent the reactionary right from constituting its emergency government! Workers’ Organizations, People’s Organizations, the true democrats must pick up the reins of the country and build their own government, a government of People’s Bloc, which bars the way to the reactionary right wing, to fascists and racists, and takes all necessary measures to cope with the worst effects of crisis by centering the interests of workers, students, pensioners, immigrants and housewives. This government will make the popular masses do the experience needed for large sections of the population understand that “while the owners can do nothing without the workers, workers can do everything better without the owners”. So, such experience will strengthen the fight to end the capitalist system and make Italy a country free from owners, from Vatican, the U.S. imperialists and the criminal organization, a country where everyone could have a life of dignity and that will allow to make new steps on in the development of human civilization: a new socialist country!

The fight against the persecution of Communists and anti-fascists, against the clearance of fascists and subsidizing racists, against attempts to subjugate the magistracy under the orders of the reactionary right and to throwing into wastepaper basket what remains of the political rights gained by the Partisan Resistance feeds the construction of the People’s Bloc Government.

We call all true democrats, all anti-fascists, all anti-racist, all Communists to take a stand against these attacks and to mobilize and participate in the rally on 20 January held in Rome against the persecution of the communists, against the persecution of comrades belonging to (n) PCI, the CARC Party and the ASP!

We invite all anti-fascist and democratic forces to join the rally of 20 January which will be held contemporarily at the Court of Pistoia at the first hearing of the trial against the anti-fascists arrested on 11 October in Tuscany (including Alessandro Della Malva, federal secretary and a member of National Direction of CARC Party and National and Juri Bartolozzi member of CARC Party of Pistoia) and the rally of 26 January at the court of Massa, at the trial againts the anti-fascists who have sponsored and organized an anti-fascist, antiracist and popular squad on July 25, 2009 and have disinfected the city from the fascist squad SSS!

The last night some comrades of our Party have been blocked by the forces of repression. The comrades, accused of making graffiti, were threatened by the policemen with fire guns. Then they shot at the car where the comrades were in and made a hole in a tyre. The policemen were not recognizable because they were in plain clothes, and did not hesitate to fire.

Then the comrade were held in police headquarters until today late in the morning. In the morning they have been released after their houses have been searched and political material seized.

We strongly denounce the illegal and fascist deed by the police of Reggio. That is a dire fact. This repressive action brings us back to the times of Fascism. Even if  the comrades are accused to make graffiti, we have never seen (at least in the so called democratic countries) shooting at writers.

At Reggio Emilia, for some months we were already feeling a strange atmosphere of fascist repression: some weeks ago people were charged in the midtown, police and fascists threatened us, and a campaign of intimidation has been carried out against our Party at Reggio. It is not by chance that this repressive action comes the day after the electoral campaign, against young people who decided to stand as candidates in the Communist List for the People's Block.

It is a serious threatening sign to all the young people who do not agree to stand this system of crisis and precariousness and decide for personally committing themselves.

Cops' violence and illegality will not stop history: this system is bound to fall.

Solidarity to the comrades of Reggio!

The CARC Party expresses its utmost solidarity to the revolutionary and progressive movement of Nepal, to the Prime Minister Prachanda, to the Communist Party of Nepal (Maoist) Unified and to the Nepali masses.
We denounce all the forces that failed to honour the peace agreements by opposing the integration of the fighters of People’s Liberation Army (PLA) into the National Army. The first one of them  was the Chief of the National Army, who wanted to recruit thousands of soldiers without regard to the 20,000 PLA fighters waiting for the integration and who refused to obey the directives of the government. So are responsible the government forces as the Nepali Congress (NC) and the Union of Marxist Leninist (UML), that not only failed to denounce the disobedience of the Chief of the Army, but also opposed his dismissal by the Prime Minister . Special responsibilities bears the President of Nepal, belonging to UML, who vetoed the dismissal of the Chief of the Army, that is why Prime Minister Prachanda has resigned.
Behind all these, there are the plots of the Government of India and of the U.S. imperialists who, despite the progressive face of Obama they are passing off all over the world, have not removed the Nepali Maoists from their “list of terrorists”.

The CARC Party calls all communists, revolutionaries, progressives people of the world to support the revolutionary and progressive forces in Nepal and take a stand against the reactionary forces that are opposing the progress of the country.

Against the new antidemocratic provocation of the Italian state

The Communist Organization of Greece (KOE) denounces to the Greek and international progressive people the new provocation of the Italian state against communist and progressive militants. The searches in homes and cars of fourItalian comrades by the Italian political police Digos, and the seizure of computers, cameras, mobile phones and printed materials, constitute one moreantidemocratic and authoritarian attempt of the reactionary Italian government to terrorize the popular and workers movement under unfounded and ridiculous pretexts.

The Communist Organization of Greece (KOE) expresses its full solidarity to the comrades Vincenzo Cinque, Rosalba Romano, Fabrizio di Mauro and Angelo D´Arcangeli and their organizations, respectively the Struggling Workers Union (SLL), the Association for Proletarian Solidarity (ASP) and the CARC Party. We are confident that the new repressive provocation will be smashed and will prove, once again, unable to stop the popular struggles and the rebirth of the communist movement.

Saturday 17^th January in Rome it has been held a demonstration in support of Palestinian people who resists against the aggression by the Zionist army at Gaza. At least 200.000 people joined it. It has been a very important demonstration for the aim it had, that is to express the support by Italian people's masses to the heroic resistance of Palestinian people against Zionist and imperialist barbarity. Besides, it has been very important and new because of the meaning it has for our country, for its communist, revolutionary, anti-imperialist forces and for its people’s masses. Importance and newness are mainly due to two reasons.

One reason is the fact that never in the history of our country so many immigrants join a demonstration. They demonstrate on the side of forces that express solidarity to whom resists against imperialism clearly and without compromises. They are on the side of forces who support people resisting recognizing their right to armed struggle and independently from their political, ideological or religious beliefs.

The comrades of CARC Party greet the 9th Congress of Rebell, that proves to be a great experience of youth mobilization in Europe.

Our Party has not yet a structured youth bureau, even though more and more young comrades approach us and at several levels join our activities for making Italy a new socialist country and for the rebirth of international communist movement.

Just yesterday a great demonstration was held in Rome for supporting Palestinian people, tens of thousands of Italian and immigrant youth went in the streets with  internationalist solidarity within their heart and with a great determination to prepare the great demonstrations of next future against imperialism, racism, fascism and exploitation.

Hundreds of thousands of young people were demonstrating until few weeks ago for rejecting the attempt of public school’s dismantlement. And in whole Italy, demonstrations of solidarity towards the Greek youth came after.

All this demonstrates how it is really important that Communists be at the head of the aspirations, the feelings and the mobilization of youth, because the conscious organized communist  movement is the only really prospective so that everyone of this youth and, together with them, all the popular masses and the working class, unite their forces for making another possible and necessary world, the socialism.

In this regard, we look at your organization with trust and as an example from which we can draw experience and teachings.

The bourgeoisie wants popular masses’ youth brutalized, despaired, confused and weak, in their body and spirit.

The communist movement gathers and improves them for making them protagonists of history, for giving them responsibilities, for making them able to change the world.

We rally around you, to the youth of popular masses in imperialist countries, to the youth of the oppressed, to the youth that raise their head and the flag of collective emancipation, because these are the forces, the new blood that runs in the arteries of history, that will conquer the world that pertains to the popular masses and to the working class.
